<br />~\ <br /> <br />CITY COUNCIL WORK SESSION <br /> <br />Topic Report: Kings Island Townhomes <br />By: Amy Geisler, AICP, Associate Planner <br /> <br /> <br />Background: Archie Zahler has submitted a sketch plan to develop 11 detached townhomes and 1 <br />single-family lot on the property located at the end of Rivlyn Avenue between Highway 10 and the <br />Mississippi River. The Planning Commission reviewed the sketch plan at their August 3, 2006 meeting. <br /> <br />The subject property consists of 2 current lots: an outlot of Dickenson's Mississippi Acres and <br />commercial lot that contains Brake Alert, which is proposed to remain on its own lot. The Brake Alert <br />lot is zoned E-l Employment, and the outlot is zoned R -1 Residential. A Comprehensive Plan <br />Amendment and Rezoning would be required for the plan to move forward as currently designed. <br /> <br />The sketch plan proposes to extend Rivlyn Avenue to serve the new development. As submitted, the <br />sketch plan would require a variance to the 600 foot cul-de-sac length requirement in City Code. Staff is <br />recommending that an outlot be included in the plat to allow for a connection of Rivlyn Avenue to <br />Highway 10 at some future date. <br /> <br />Staff has received numerous letters from neighbors to the property in opposition to the project. <br />Objections include extension of Rivlyn Avenue, connecting Rivlyn to Highway 10, the detached <br />townhomes, increased traffic, and concerns about environmental contamination from long-term <br />automobile repair on the site. Staff is recommending that a Phase I Environmental review be completed <br />because of the history of auto repair on the site. <br /> <br />Attachments: Site location map, sketch plan and Planning Commission meeting minutes dated August <br />3,2006 <br /> <br />Action Statement: Discuss the sketch plan in terms oflayout, use of detached townhomes, extension of <br />Rivlyn Avenue, and provide feedback to the developer to utilize in drafting a preliminary plat. <br /> <br />CCWS: 9/5/06 <br />
