Abstain: Commissioner Tries Rolle. <br />Absent: None. <br /> <br />Case #6: <br /> <br />Request for Sketch Plan Review of Kings Island Townhomes; Case of <br />Kings Island Townhomes, LLC <br /> <br />Associate Planner Geisler reported that Archie Zahler, a representative of Kings Island <br />Townhomes, LLC, has submitted a sketch plan to develop 11 detached townhomes and 1 single- <br />family lot on the property located at the end of Rivlyn Avenue between Highway 10 and the <br />Mississippi River. She indicated the subject property is 5.22 acres in size, consisting of an <br />unplatted lot on Highway 10 that currently contains a commercial building, and Outlot - of <br />Dickenson's Mississippi Estates 2nd Addition. The sketch plan proposed to develop 11 detached <br />townhomes and 1 single single-family lot, leaving the commercial building in place on Highway <br />10. The proposed townhome area is bounded on the north by industrial/commercial uses, on the <br />west by single-family homes, and on the east by the mobile home park in the City of Anoka. The <br />parcel with Highway 10 frontage is zoned E-l Employment, and Outlot A is zoned R-l <br />Residential. The development of the site with detached townhomes will require an amendment <br />to the Comprehensive Plan to change the land use from Places to Work to Medium Density <br />Residential on the southern half of the Highway 10 parcel. If approved, the southern half would <br />then be rezoned to R-2 Residential. She noted the overall site is 5.22 acres, with 1.02 acres <br />reserved for the commercial building, leaving 4.2 acres for the residential portion of the plat. <br />This results in a gross density of 2.9 units per acre for the residential area. Net density will be <br />calculated at time of preliminary plat. Setbacks will also be reviewed at time of preliminary plat <br />and site plan review. She indicated the sketch plan proposes the extension of Rivlyn Avenue to <br />provide access to the new homes. The cul-de-sac is approximately 800 feet in length, measured <br />from the intersection of Rivlyn Ave and Tungsten Ave. City Code limited cull-de-sacs to 600 <br />feet; a variance will be required for this proposal to move forward. She noted the City street <br />plans anticipate the connection of Rivlyn Avenue to Highway 10 at some future time; staff is <br />recommending that an outlot be included between the detached townhome units to reserve space <br />for this street construction. <br /> <br />Mr. Allan Kretman, PDA, stated they had a unique site and it was his understanding it had been <br />cleaned up substantially. He stated they were proposing to keep the homes in the upper portion <br />of the property and looked at where the ponding would logically fit to keep away from the flood <br />plain. He stated there might be a possibility of getting a small trail in there also. <br /> <br />Chairperson Nixt stated he was concerned about extending the cul-de-sac length and providing <br />an outlet. <br /> <br />Mr. Archie Zahler stated this had been discussed with staff. He noted they would like to keep <br />this a closed neighborhood and it would be nice, but if the cul-de-sac was too long they were <br />willing to lose a unit and work with staff on this.
