<br />CITY COUNCIL WORK SESSION <br /> <br />Topic Report: Northfork Office Condos <br />By: Breanne Dalnes, Associate Planner <br /> <br /> <br />'*)- <br /> <br />Background: Saint Andrew's Investment Group has applied for sketch plan review of a proposed <br />office condominium development located on a six-acre parcel in West Ramsey Industrial Park, north of <br />1 56th Avenue and west of Alpine Drive. <br /> <br />Staff has reviewed the sketch plan application, and will be presenting the proposal to the Planning <br />Commission on Thursday, September 7th. Staff has the following concerns with the submitted sketch <br />plan: <br /> <br />Access: The site proposes three accesses from 1 56th Avenue. Staff has requested a revision to reduce <br />the number of accesses to the site. Staff is also requiring the construction of l56th Avenue to Alpine <br />Drive to create a second access through the area. The City currently owns the outlot southeast of the site, <br />and the developer will need to work with the City to coordinate the completion of the connection. <br /> <br />Site Design/Layout: Staff has requested that the customer/employee parking be separated from the <br />loading areas through a redesign of the site. Also, a reduction of the number of parking spaces and the <br />location of the parking has been mentioned. Finally, the turning radii will need to be adjusted to <br />accommodate emergency vehicles. <br /> <br />Utilities: This development does not have access to sewer and water utilities,. but is located within the <br />MUSA. The developer is proposing to construct a community septic system and community well to <br />provide utility service to the offices and to provide adequate fire suppression and irrigation systems. <br />l\1PCA and Department of Health approval will be required for these systems. The Fire Chief has <br />requested a fire suppression plan to be reviewed by an outside agency. The City will require receipt of <br />all these plans and approvals before Final Plat, as well as a detailed maintenance and management plan <br />for the community septic system. <br /> <br />The applicant has discussed the requested revisions with staff, and will offer alternative revised <br />site/sketch plans at the meeting. At the preliminary plat stage, the applicant will need to submit a site <br />plan review application and a zoning amendment application to rezone to planned unit development <br /> <br />Attachments: Sketch plan and proposed site plan <br /> <br />Action Statement: Discuss the construction of l56th Avenue, and comment on the proposed sketch <br />plan with regard to layout, access, and utilities, and provide the developer feedback to utilize when <br />proceeding to the preliminary plat stage. <br /> <br />CCWS: 9/5/06 <br />
