Background: <br />The R -1 Residential: Rural Developing district is currently under a moratorium for the <br />subdivision of land. Ron Tallman has requested an exception to the moratorium in order to <br />proceed with his proposed subdivision, Wild Oaks of Ramsey. <br />The following items are enclosed for your information: <br />a) Draft City Council meeting minutes dated August 8, 2006 <br />b) Draft Findings of Fact for denial of the request <br />c) Draft resolution for approval/denial <br />Observations: <br />The City Council considered Mr. Tallman's exception request at the regular August 8, 2006 <br />meeting. Staff was directed to draft Findings of Fact to deny the request, based on the criteria <br />contained in the moratorium ordinance. Draft Findings were brought to the City Council on <br />August 22, 2006, but were tabled until the next meeting due to a number of absences. <br />Recommendation: <br />Staff recommends denial of the request for exception to the moratorium. <br />Council Action: <br />Motion by Councilmember and seconded by Councilmember to adopt <br />Resolution #06 -09 -_ adopting Findings of Fact# relating to a request from Ron Tallman <br />for an exception to the development moratorium in the R -1: Rural Developing District. <br />ADOPT FINDINGS OF FACT RELATED TO A REQUEST FOR <br />EXCEPTION FROM DEVELOPMENT MORATORIUM; <br />CASE OF RON TALLMAN <br />By: Amy Geisler, AICP, Associate Planner <br />Motion by Councilmember and seconded by Councilmember to adopt <br />Resolution #06 -09- to approve /deny the request for an exception to the development <br />moratorium. <br />Review Checklist: <br />Community Development Director <br />Asst.
