Consent Case# 8 <br />REQUEST FOR A PERMIT TO ALLOW REMOVAL OF GEESE FROM <br />NATHE PROPERTY <br />By: Jim Way, Police Chief <br />Background: <br />At the September 8, 2006 Work Session, a landowner named David Nathe made a request <br />of the City to grant a permit to allow him to remove geese from his property by the use of <br />shotguns within 1500 feet of a structure, which is not allowed by City Ordinance. <br />Observations: <br />At various times, there are up to 1000 geese on the farm land owned by Mr. Nathe. The <br />land is located east of Bowers Drive, west of Alpaca Estates and north of the Mississippi <br />River. The geese have been eating newly planted crops and damaging the crops once <br />they have grown. <br />It is proposed that a permit be granted to David Nathe to allow geese to be removed by <br />the use of shot guns. Ramsey City code does allow discharging firearms in accordance <br />with the laws of the State of Minnesota; however, the discharge of firearms shall not be <br />permitted within 1500 feet any residential dwelling or other structure by City Code. <br />The MN DNR has been contacted by staff. DNR indicated that the removal of the geese <br />is permissible as long as MN State Statutes are followed by removing parties. <br />The MN DNR Metro Goose season started on September 2, 2006. Issuing a permit <br />would allow geese to be taken during this early season. <br />Recommendation: <br />Staff recommends allowing the removal of geese by shotgun in accordance with MN <br />State Statute concerning waterfowl. A flyer notifying area residence of the permit will be <br />distributed to neighboring developments. <br />Council Action: <br />Motion to grant a special permit to allow the taking of geese, with shotguns, on the Nathe <br />property and that the activity will be regulated and overseen by the Ramsey Police <br />Department and the MN DNR. <br />Reviewed by: <br />Police Chief <br />City Administrator <br />
