<br />Preliminary Plat and Site Plan Review: Ebony Woods <br />August 31,2006 <br />Page 4 of6 <br /> <br />Feldspar St. This study showed that all of the above key intersections operated at an <br />acceptable level of service with the exception of the TH 1 0 / Sunfish Lake Boulevard <br />which op~rates at a LOS E during the pm peak hour due to the high level of through <br />traffic on Highway 10. It is important to note that this unacceptable level of service is not <br />associated with the traffic being generated on Riverdale Drive, but is attributable to the <br />traffic on Highway 10. The City is working with MnDOT to improve the capacity ofTH <br />10. The improvement to the Sunfish Lake intersection is currently scheduled for 2008. <br /> <br />12. Utilities and Water Usa!2e: The development will need to be served by municipal water <br />and sanitary sewer. These services were installed in Ebony Street in 2005 and two <br />services were stubbed out at he direction of the property owner who had anticipated two <br />multifamily units being developed on the site. A utility plan dated August 3, 2006 has . <br />been submitted illustrating how the six duplex units proposed would be served by the <br />utility stubs provided. The connection proposed in this plan for the sanitary sewer <br />services in this plan is generally acceptable, however staff would recommend that <br />c1eanout be provided at each location were the flow would make a 90 degree bend or <br />greater. This would require additional c1eanouts for the building sewers servicing units 2, <br />4 and 5. With r~gard to the water services to these units,. staff is recommending that a <br />four inch ductile iron waterrnain be placed parallel to Ebony Street behind the east curb <br />line to service all six units. This four inch main would be connected into the two four <br />inch service stubs currently in place. All six units would be provided with a one inch <br />copper service stubbed into the four inch ductile iron watermain. The developer will need <br />to pay sewer and water trunk .charges on five units (a single trunk charge was assessed at <br />the time the sewer and waterrriain was installed for the existing lot of record). In addition <br />the developer shall be responsible for the costs associated with modifying the building <br />services including restoration within the right of way of Ebony Street. <br /> <br />13. Park Dedication: The proposed plat will be forwarded to the Park Commission for a <br />recommendation on park dedication. The City has the option for cash at the rate of <br />$2400.00 per unit, land, or a combination of the tWo. <br /> <br />14. Trail Development Fees: The City has enacted a Trail Development Fee. The cUrrent <br />rate is $580 per dwelling unit. <br /> <br />15. Sidewalks: City Code requires the installation sidewalks along one side of all non cul-de- <br />sac public streets. A sidewalk is currently in place along the east side of Ebony Street. <br />This sidewalk will need to be protected or restored following the' construction activity. <br /> <br />16. Stormwater Management Fee: The City has enacted a storrnwater management fee; the <br />current rate is $397.00 per unit. The payment of this fee will be required prior t9 <br />recording the plat. <br /> <br />17.
