seeking to appeal the decision must file a written notice of appeal with the City within ten <br />(10) days after the decision has been mailed to the petitioner. The matter will thereupon <br />be placed on the council agenda as soon as it is practical. The City Council shall then <br />review the findings of fact and conclusions to determine whether they are correct. Upon a <br />determination by the City Council that the findings and conclusions are incorrect, the <br />City Council may modify, reverse or affirm the decision of the City Administrator, or the <br />Administrator's designee, upon the same standards as set forth in subsection 6 of this <br />section. <br />SECTION 3. SUMMARY <br />The following official summary of Ordinance #24-17 has been approved by the City Council of <br />the City of Ramsey as clearly informing the public of the intent and effect of the Ordinance: <br />Chapter 27 is hereby created in order to implement a 3% lodging tax for hotels and motels in the <br />City of Ramsey, except where such lodging shall be for a continuous period of thirty (30) days or <br />more to the same lodger effective January 6, 2025. <br />SECTION 4.
