<br />CASE # 1 <br /> <br />Wetlands Study Contract Status <br />By: Chris Anderson, Zoning & Recycling Coordinator <br /> <br />Background: <br /> <br />At the August EPB meeting, the Board motioned to recommend that City Council authorize the <br />transfer of $10,000.00 from the Landfill Tipping Fee Fund to the General Fund to complete the <br />wetlands functions and values study. However, when Staff received the supplemental budget <br />figures from Westwood Professional Services, the dollar amount greatly exceeded that <br />recommendation. Thus, Staff withheld forwarding that recommendation to City Council until a <br />revised supplemental budget is received. <br /> <br />Staff is still working with Westwood Professional Services concerning the additional funds that <br />are needed to complete the functions and values study. All but ten (10) wetlands have been field <br />reviewed, so there should not be a concern with completing that portion of the study yet this year. <br />The data compilation and drafting of the report can obviously be completed regardless of weather <br />conditions.j <br /> <br />Staff is expecting a revised supplemental budget from Westwood Professional Services by the <br />end of the day Friday, but has yet to receive it. Staff is hopeful to have it in hand prior to the <br />meeting date for discussion. <br /> <br />Recommendation: <br /> <br />While it is unfortunate that additional funds are necessary to complete this project, the end result <br />will be a building block to incorporating the natural surroundings into proposed developments. <br />Staff would recommend authorizing an additional transfer of funds from the Landfill Tipping Fee <br />Fund to the General Fund that enables the completion of this project. <br /> <br />EPB Action <br /> <br />Motion by Board member and seconded by Board member to recommend <br />that City Council authorize the transfer of funds from the Landfill Tipping Fee Fund to the <br />General Fund for the completion of the wetlands study. <br /> <br />EPB: 9/11/06 <br />
