Board Member Max asked Councilmember Strommen what she felt the City Council consensus
might be about the request for an increased budget.

Councilmember Strommen stated she could not speak for the entire City Council, but
acknowledged that the Landfill Tipping Fee Fund is a pretty healthy fund. She stated this
request is consistent with the purpose of the fund. She stated an argument could be made that if
the project is approximately 80-90 percent (80%-90%) complete, it would not make sense to
waste the investment. She stated it wouldn't be a hard sell. She stated that if there were no fund
to pull this from, it would be a lot harder for the request to be approved.

Chairperson McDilda stated that if the 90 percent (90%) has accomplished the expected goals, he
felt it would most likely be approved.

Councilmember Strommen stated that it speaks well for Peterson Environmental Consulting, Inc.
that they were actually able to complete more than they thought, within the quoted amount of
their initial request.

Board Member Hustvedt stated that he will continue to work on the Guidebook and bring a
rough version to the next meeting.

Board Member Bentz asked if there was a completion date set for the Guidebook.

Chairperson McDilda stated the completion date will revolve around the final ground-truthing
and inventory completion.

Councilmember Strommen asked Coordinator Anderson if a walk-on case could be presented to
the City Council on August 8, 2006 if a dollar amount could be determined since the Finance
Committee will be at the City Council meeting.

Coordinator Anderson stated that he would try and do a walk -on case for the City Council
Agenda if he had the information the first thing in the morning so he could run it by Community
Development Director Pat Trudgeon.

Councilmember Strommen stated she would be amenable to that.

Board Member Sibilski passed around a Wetlands Do's and Don'ts handout for EPB members to
read and comment on.

Chairperson McDilda asked for comments to be sent back to Board Member Sibilski or Board
Member Hustvedt.

Coordinator Anderson asked Board Member Hustvedt if he would provide him with copies of
finished documents so all the EPB members could edit or make comments, then schedule as an
agenda item for an EPB meeting. Coordinator Anderson was assured by Board Member
Hustvedt that he would make certain all members of the EPB receive a copy for review.

Environmental Policy Board/August 7,2006
Page 60f8
