<br />-- <br /> <br />.. <br /> <br />City of Dayton: Visited by Paul Colton <br />Contact Shirley Slater, City Administrator <br />Date: Monday, December 20, 1993; 1:00-2:00 <br /> <br />Like Oak Grove, the City Administrator as well as the Mayor of Dayton were very <br />informative regarding land use issues and development. The City provided RLK with an <br />official Zoning Map. <br /> <br />The primary development issue that involves both the City of Dayton and Ramsey is the <br />potential bridge placement across the Mississippi River between the two cities. The City of <br />Dayton has a task force looking at this issue. One of the concerns is that it will direct a <br />great deal of traffic through Dayton thus increasing traffic congestion and air pollution. <br />They feel Ramsey may gain more benefits from the new bridge access than they will. <br /> <br />Some of these concerns are duein part to the high amount of farmed agricultural land that <br />occurs in Dayton at the present time, and the lack of development that can occur due to the <br />size and limited access around Elm Creek Regional Park. City development has been <br />confined predominantly to the northeast comer of the community with 2.5 acre lots. For <br />the most part, citizens of Dayton would like to see the community remain the same with <br />limited growth. It is anticipated that some of the agricultural land will eventually be sold <br />off over the next 20 years and will create residential growth spurts throughout the <br />community. The city is looking at potentially zoning some of this area a 4/40 acre <br />development. <br /> <br />Dayton is somewhat plagued by poor transportation into the city. County Highway 12 <br />enters the developed portion of Dayton along the Mississippi River, and various county <br />roads enter Dayton from the west and zig-zag across property and section lines. Dayton is <br />working with MnDOT on getting an exit off of 1-94. <br /> <br />The city at some point in the future would like to have sewer and water service provided to <br />the developed portion of the community, which could be potentially provided by the City <br />of Champlin to the east. <br /> <br />The City has zoned a Critical River Area along the Mississippi for the purposes of careful <br />development. Most of the zoning within this critical area calls for low density residential <br />use. <br />
