To facilitate the highest and best use ofland north and south ofTII-lO. <br /> <br />3. To develop Co. Rd. 116 as the citywide east-west collectorroadway north ofTII-lO. <br /> <br />4. To meet all federal, state and regional government requirements in locating and constructing <br />the Mississippi River Bridge. <br /> <br />5. . To minimize the potential impact any Mississippi River bridge crossing may have on the <br />natural and built environments. <br /> <br />City of Ramsey <br />Proposed Criteria for Mississippi River Bridge <br /> <br />1. Any Mississippi River bridge crossing should attempt to minimize the environmental impacts <br />on the Mississippi River specifically and its surrounding environs and ''built environment" in <br />general. <br /> <br />2. Any Mississippi River bridge crossing should minimize the need for Right-Of-Way (ROW) <br />acquisition. <br /> <br />3. Any Mississippi River bridge crossing should minimize the potential to impact the existing <br />railroad corridor. <br /> <br />4. Any Mississippi River bridge crossing should minimize impact on existing residential <br />neighborhoods. <br /> <br />5. Any Mississippi River bridge crossing should terminate at an east-west collector road in the <br />City of Ramsey. <br /> <br />6. Any Mississippi River bridge crossing should be built from a source of multijurisdictional <br />funds. <br /> <br />7. Any Mississippi River bridge crossing should attempt to incorporate a north frontage road <br />along TII-lO. <br /> <br />Note: Discussion in April resulted in agreement that the criteria should be revised to indicate that a) <br />a primary focus should be a bridge's effect on Hwy. 10 and b) development potential oflands <br />along a bridge road should be considered a positive impact that can mitigate negative impacts. <br />
