<br />COMPREHENSIVE PLAN AMENDMENT, 1989 <br /> <br />The City of Ramsey proposed as part of this plan amendment to <br />realign the 1990 Metropolitan Urban Service Area (MUSA) by <br />removing 165 acres and adding 163 in another part of the city. <br />The area removed from the MUSA included residents who did not <br />want to receive urban services. The 163 acres added to the MUSA <br />allowed for the development of approximately 342 lots in four <br />subdivisions: Windemere Woods, Cedar Hills, Chestnut Hills and <br />Juniper Ridge. Figure 4 identifies the area included as part of <br />the 1989 plan amendment area. <br /> <br />The City experienced steady residential growth in the 1980's, <br />with accelerated growth in the latter part of the decade. Urban <br />services such as municipal sanitary sewer and water had only been <br />available since 1985. By 1989, approximately 55 percent of the <br />residential lots developed were in the non-sewered area and 45 <br />percent were in the urban area. The City stated as part of its <br />1989 plan amendment that less than one year supply of available <br />land remained in the MUSA and an adequate supply of residential <br />land must be available to encourage development in the MUSA. <br /> <br />Other goals and policies achieved in this plan amendment <br />included: <br /> <br />1. Provide a variety of housing opportunities within the <br />community in terms of development patterns, land use, and <br />living styles. <br /> <br />2. Encourage growth within the urban area by providing quality <br />development opportunities. At the same time, development <br />pressures within the rural area may be reduced. <br /> <br />3. Enhance the City's economy by providing a growth oriented <br />environment which encourages development in an orderly <br />manner. <br /> <br />4.
