The Commission noted there was limited east/west <br />travel in the northern one-third of Ramsey for non-motorized activity. The exception would be the <br />proposed Trott Brook multi-purpose trail corridor. This trail, however, may be decades away due <br />to its potential cost and the parcels needed to complete the corridor. A more direct east/west route <br />and one that connects many existing neighborhoods and the other paved bike lanes (shoulders) is <br />County Road #63. <br /> <br />The Commission has been informed that County Road #63 is scheduled for an upgrade, including <br />adding paved shoulders within the next ten years for the segment between County Road #83 and <br />C.S.A.H. #5. The purpose for this correspondence to you is threefold: <br /> <br />1. Lend the Park and Recreation Commission's support for paved shoulders along County Road <br />#63, including between C.S.A.H. #5 and State Highway #47. The Commission's concern is <br />in improving pedestrian and bicyclists' safety and providing non-motorized transportation <br />opportunities to other existing trails and bike lanes. <br /> <br />2. Provide you with the Commission's Draft Park and Trail Plan so that the County may provide <br />comment on: ./ <br />· Bike lanes on county roads <br />· Signage for the above and City trail junctures with County Roads <br />· Other recommendations <br /> <br />3. Receive information from the County on its current views and policies relating to equestrian <br />use of the County right-of-way. Specifically, is there regulation prohibiting horseback riding <br />in the ditch or shoulder? <br /> <br />Additionally, the City has noted there does not exist an advisory sign(s) calling attention to the <br />153rdAvenue N.W. crossing at Sunfish Lake Boulevard N.W. The lack of signage brings with it <br />minor complications for giving motorists directions and there may be safety implications associated <br />with the nondescript intersection and absence of turn lanes. <br /> <br />The Park and Recreation Commission will be conducting a public hearing on the Draft Park and <br />Trail Plan on Janilary 12, 1995, at 6:00 p.m. at Ramsey Municipal Center. All interested persons <br />are invited to attend the hearing and comment on the draft plan. Written comments are welcome <br />and shall be addressed to the Ramsey Park and Recreation Commission, 15153 Nowthen <br />Boulevard N.W., Ramsey, Minnesota 55303. Written comments shall be received at the above <br />address prior to 5:00 p.m. on January 12, 1995. <br /> <br />City Council is expected to adopt the Commission's plan via a separate public hearing as part of a <br />City-wide Comprehensive Plan early in 1995.
