Olson, County Engineer Your Memorandum dated December 20, 1994/ Comments for Public Hearing on January 12, 1995 FROM:0\. ~ REGARDIN~ Thank you for your memorandum outlining several issues in the City of Ramsey, particularly regarding the City's Draft Park and Trail Plan. In regard to your memorandum., the Anoka County Highway Department has the following comments. Recently in conjunction with the City of Ramsey's request for a MUSA expansion, a joint effort was made to re-evaluate and update the Anoka County 2010 Plan. As a part of that ufdate, a series of projects were listed in Tables 5, 6 & 7, which provides a review 0 the capacity enhancement projects which have been completed in 1988 through 1993, or projects that are anticipated from 1993 through the year 2015. A copy of the report is attached. In reviewing that list, it is apparent that the list is exhaustive and that the ability of Anoka County to fund a program larger than that listed in this document, is almost nil. For that reason projects which benefit the Cities of Andover and Ramsey, will probably be limited to those projects contained in these lists which have a positive impact on your ability to continue development through the year 2005. The implementation portion of the original 2010 Plan should then be. assumed to be adjusted by this amendment resulting in delay of projects otherwise included in the appendices of the original plan. For that reason, I feel that it is not safe to assume that CR #63 will be upgraded and widened by the year 2005 as indicated in your memo dated December 20, 1994. It therefore will not in all probability provide an alternate trail connection in an east/west direction. Secondly, you should have previously been sent copies of the Anoka County Highway Department Policy on Bikeways. In any event, a copy of that document is attached for your information as well as a copy of the Minnesota Bike Traffic Laws and Regulations which is not intended to be exhaustive.
