<br />'" <br /> <br />COMPREHENSIVE PLAN AMENDMENT, 1992 <br /> <br />The City requested as part of this plan amendment, that <br />approximately 44 acres of the 205 acres conditionally approved by <br />the Metropolitan Council as part of the 1990 plan amendment be <br />added to the MUSA. The City addressed several issues as part of <br />this plan amendment and included a series of maps and figures <br />responding to issues raised by the Metropolitan Council. Some of <br />these issues included: <br /> <br />1. The need to limit the amount of effluent discharged to the <br />Anoka Wastewater Treatment Plant to 500 REC's, and the <br />possibility of a early phase-out of the plant. <br /> <br />2. The need for a traIl along the Mississippi River. <br /> <br />3. The City's review of land uses adjacent to the airport and <br />the landfill (site P). <br /> <br />4. The consistency of the City's critical Area planning with <br />metropolitan and state government standards. <br /> <br />5. The continued development of frontage roads along TH 10 and <br />the location of a bridge crossing the Mississippi River. <br /> <br />6. The potential for capacity problems on TH 10 from the <br />development of planned land uses in the city of Ramsey and <br />adjacent local governments. <br /> <br />7.
