RE: Background Information on Trait System Planning EXISTING TRAIL SYSTEM GOALS The 1991 Comprehensive Parks and Open Space Plan was reviewed to gather background information on the City's trail system .and related planning efforts. The plan included 22 parks and open space goals. The goals that relate to the trail system are presented below:. 1. A long range Capital Improvement Budget and Program (CIP) should be developed to provide efficient use of park land [and trails] to meet the expanding needs of people. 2. Recreational facilities should be designed to meet the needs of people, especially at the neighborhood level. 3. Planning for park [and trail] development, land acquisition and programs should be coordinated with adjacent communities, the school district, the County, the State, the Department of Natural Resources, and other governmental bodies. 4. Parks and open space [and trails] should be developed and improved to take maximum advantage of natural features such as Lake Itasca, Sunfish Lake, Trott Brook, natural drainage areas, wooded areas, or other significant physical features. 5. Great effort should be made to preserve land along Trott Brook to link a major trail system across the City which could eventually tie in with the Rum River and Central Park in the northeast corner of the City. Consideration should be given to implementing this through selected acquisitions, trail easements, and scenic easements as well as park dedications.
