<br />" <br /> <br />CAB INTERCEPTOR STUDY COMMITTEE REPORT I <br />1976 <br /> <br />The CAB interceptor study committee analyzed the possible <br />extension of metropolitan interceptor service to the cities of <br />Anoka, Brooklyn Park, Champlin, and Ramsey. The committee <br />consisted of representatives from these cities and <br />representatives from the Metropolitan Waste Control Commission <br />and the Metropolitan Council. <br /> <br />The CAB interceptor is a sanitary sewer facility provided by the <br />Metropolitan Waste Control Commission (MWCC). When this facility <br />was eventually built it opened the northwest part of the <br />metropolitan area to urban-density development by relieving the <br />capacity constraint at the Anoka Wastewater Treatment Plant. <br /> <br />The CAB interceptor study had a significant impact on the future <br />land use development decisions and patterns in the city of <br />Ramsey. The City of Ramsey would not have developed urban- <br />density residential and commercial land uses without this <br />sanitary sewer facility. As part of this study, the City also <br />started to consider the necessary policies and implementing tools <br />that would be needed to manage urban-density development. <br /> <br />Identified Issues <br /> <br />1. The southerly part of Ramsey was within the Metropolitan <br />Urban Service Area (MUSA) and was included within the area <br />of planned urbanization. The City of Ramsey was encouraged <br />to provide sufficient services and facilities to accommodate <br />its share of the total metropolitan growth and to guide that <br />growth into desirable areas in a staged manner. The study <br />committee expressly stated that "no-growth policies are not <br />desirable in this prime growth area except to protect <br />critical environmental areas." <br /> <br />2.
