Once deciding on the type of "commercial" city, Ramsey should next <br />evaluate the type and amount of public infrastructure and seIVices that will <br />be required to support the planned commercial development. In the case of <br />Ramsey, the Hwy. 10 corridor is perhaps the most likely place for <br />commercial development to occur. To support this development, however, <br />sufficiently sized sanitary sewer, water and roadway facilities will be <br />needed. The construction of the proposed Mississippi River bridge is a <br />good first step. However, the provision of sanitary sewer and water <br />will also encourage commercial development. <br /> <br />The City of Ramsey may also need to use special economic development tools to support <br />commercial development. Perhaps the most popular tool today is Tax Increment <br />Financing (TIP). TIP could be used, for example, as a tool for financing badly needed <br />public infrastructure and sernces. <br /> <br />We trust this summary memorandum addresses some of the issues surrounding the need <br />and demand for commercial development. We will be happy to address further questions <br />regarding this issue if so desired by the planning commission, city council and city staff. <br />
