<br />Fh~ure 5: Eastern Brid2e <br /> <br />The Planning Commission rejected this scenario, which has a bridge through Mississippi West <br />Park as currently shown on county and city maps. Current Anoka County transportation plans <br />have the bridge road connecting directly to the Ramsey Blvd./CR 116 intersection. This would <br />route bridge traffic up Ramsey Blvd. The Planning Commission found this unacceptable, <br />preferring that the bridge road terminate at a major east/west collector (CR 116) as shown in <br />Figure 5. The goal would be to route traffic east and west, either on Hwy. 10 or CR 116. The <br />Commission was still concerned that traffic from the bridge would utilize Ramsey and <br />Armstrong Blvds. as convenient north/south transportation corridors. Because of this, the <br />Planning Commission rejected this bridge location in favor of the one described in Figures 6 <br />and 7 and recommends that further planning efforts do not include a bridge through Mississippi. <br />West Park. <br /> <br />Though the Commission rejects this alternative, it is described here to lay the foundation for the <br />land use options for the area, and to fa:cilitate discussion regarding the bridge and the <br />transportation and land use changes that may be driven by a river crossing. <br /> <br />The eastern bridge location shown in Figure 5 would bring traffic through the presently <br />planned right of way in the Mississippi West Park area. The bridge road would pass over Hwy. <br />10 and a diamond interchange would be constructed. The road would then continue to its <br />terminus at CR 116. <br /> <br />CR 116 is the east/west collector connecting TH 47 on the east and Hwy. 10 via Puma St. to <br />153rd Ave. on the west. Traffic on the river bridge road would turn east or west on Hwy. 10 <br />or CR 116, or east on Sunwood Drive, which terminates at the bridge road. This provides <br />good access to the Industrial, Office Park, and High Density Residential areas. <br /> <br />To the west of the bridge road, CR 116 serves as the business access road for businesses on <br />Hwy. 10 between Armstrong and Puma. Direct access from the businesses onto the highway <br />can be eliminated, reducing highway congestion. Business Warehouse uses are proposed for <br />new development in this area. <br /> <br />The area along Hwy. 10 east of Ramsey Blvd. is designated for Highway Commercial uses. <br />Two business access roads provide access to the businesses here and within the Business <br />Warehouse and Industrial areas north of the tracks. The road between the highway and the <br />tracks allows the elimination of direct access onto the highway, reducing highway congestion, <br />while still providing good access to the businesses along the highway. <br /> <br />North ofCR 116, Single Family Residential designation begins at the golf course and continues <br />east along the north side of149th Ave. NE to the landfill site. Between 149th and CR 116 is <br />designated Medium and High Density Residential. The landfill area is designated Open Space. <br />A Park would be developed north of this Open Space area. To the south of the Open Space <br />area is designated Industrial. <br /> <br />6 <br />
