<br />., <br /> <br />"~ <br /> <br />Notification: Any sponsor who proposes any construction or alteration that would exceed <br />a height of 200 feet above ground level at the site, or any construction or alteration of <br />greater height than an imaginary surface extending upward and outward at a slope of <br />100:1 from the nearest point of the nearest runway of a public airport shall notify the <br />commissioner at least 30 days in advance. <br /> <br />This local reporting is in addition to any Federal permitting/review process (FAA Form 7460-8) <br />involving a sponsor/proposal. <br /> <br />The city of Ramsey indicated during the plan amendment review that it will consider an ordinance <br />incorporating this language and that the ordinance is expected to be adopted in January, 1995. <br /> <br />" Recreation Open Space (Arne Stefferud) <br /> <br />There are no Park and Recreation System impacts created by the proposed MUSA expansion <br /> <br />FINDINGS AND CONCLUSIONS <br /> <br />1. The proposed amendment is consistent with Council forecasts and Regional Blueprint <br />policy. <br /> <br />2. When and if reuse plans are developed for the closed Ramsey landfill and the abandoned <br />Gateway airport properties ..they should be submitted to the Council for review and <br />comment relative to Blueprint policy and the MUSA land supply. This will increase the <br />amount of developable land in the MUSA <br /> <br />3. Sufficient capacity exists in each of the metropolitan interceptors providing service to the <br />city of Ramsey to accommodate all of the city's planned growth through 2010. <br /> <br />4. Over 90 percent of the current estimated total of 4,100 households in the city of Ramsey <br />are served by individual on-site septic systems. <br /> <br />5. The city of Ramsey does not have as a component of its local on-site system management <br />program, a required post-installation inspection program by MPCA-certified personnel to <br />insure proper maintenance is performed and adequate groundwater protection is <br />maintained. <br /> <br />6. TH 10 and TH 169 that serve the city of Ramsey and Anoka County are congested <br />metropolitan highways. <br /> <br />7. The region and state are committed to provide added capacity to TH 169 and TH 10. <br /> <br />8. The Anoka County analysis has concluded that development to 2005 in Anoka County can <br />be accommodated, but only with capacity enhancements to a number of city, county and <br />state highways in addition to TH 10 and Th 169 improvements as now planned and <br />programmed. <br /> <br />12 <br />
