<br />, <br /> <br />METROPOLITAN COUNCIL <br />Mears Park Centre, 250 E. 5th Street, St. Paul, Minnesota 55101 <br />612-291-6359 <br /> <br />RESOLUTION NO. 95- <br />RESOLUTION REQUIRING MODIFICATION OF <br />A PROPOSED AMENDMENT TO THE <br />CI1Y OF RAMSEY COMPREHENSIVE PLAN <br /> <br />WHEREAS, the city of Ramsey,. by letter submitted October 21, 1993 transmitted a proposed <br />amendment to its adopted comprehensive plan requesting to add 1,455 gross acres to <br />its MUSA, in accordance with the Metropolitan Land Planning Act and the Council <br />Guidelines for Reviewing Local Comprehensive Plan Amendments; and <br /> <br />WHEREAS, at its meeting on January 12, 1995 the Metropolitan Council reviewed the city of <br />Ramsey's plan amendment and adopted a plan review report, Referral Report 13834- <br />7, in accordance with the Metropolitan Land Planning Act and the Council Guidelines <br />for Reviewing Local Comprehensive Plan Amendments; and <br /> <br />WHEREAS, the proposed amendment has been reviewed for impacts on metropolitan systems, <br />apparent consistency with other adopted Metropolitan Development Guide chapters <br />and compatibility with plans of adjacent local units of government; and . <br /> <br />WHEREAS, the Council has concluded that the amendment as proposed constitutes a substantial <br />impact on or substantial departure from the Council's Wastewater Treatment and <br />Handline Policv Plan. and that a plan modification is required prior to Council <br />approval <br /> <br />NOW, THEREFORE, BE IT RESOLVED, <br /> <br />That the Metropolitan Council: <br /> <br />1. Adopt the staff report and findings as part of these recommendations; <br /> <br />2 Inform the city of Ramsey that pursuant to the Metropolitan Land Planning Act <br />(Minnesota Statutes Sec. 473.175, Subd. 1), before it can put the plan amendment <br />into effect it must agree to, within nine months of final Council action on this <br />document, incorporate post-installation inspection and maintenance within the city's <br />on-site ordinance and sewage system management program. The requirement would <br />entail biennial inspections, at a minimum, of each on-site system in the city to verify <br />its continued proper operation and need for solids removal. Inspections must be <br />carried out by an inspector certified by the MPCA, and licensed by the city and/or <br />county. The city's program is expected to include the keeping of records, licensing, <br />correction of existing system problems and training of personnel as outlined in tbe <br />Council's Policy Plan. <br /> <br />3. Recommend that the city update its Tier n Comprehensive Sewer Plan to include the <br />revisions requested in the former Metropolitan Waste Control Commission's March <br />23, 1994 letter reviewing this amendment, and submit the revised document to tbe <br />Council for review and comment. <br />
