<br /> <br />9. Growth beyond the forecasted levels, as defined by the city and county will require added <br />capacity or modification of traffic demand. <br /> <br />10. Resolution of the capacity problems to 2015 will require a cooperative effort at the local, <br />county, regional and state level. <br /> <br />11. Ramsey mayor James R. Gilbertson in his letter submitting the Anoka County <br />transportation analysis and recommendations notes the need for these improvements and <br />states that the city has made a commitment to work with Anoka County and other local <br />government units to make the improvements a reality. <br /> <br />12. With the stipulations in the Anoka County analysis transmitted by the city of Ramsey the <br />proposed MUSA amendment is consistent with the Council's Transportation Policy Plan. <br /> <br />13. The proposed amendment is not consistent with the Council's housing policies. The <br />Council staff recommends that the city agree to negotiate a cooperative agreement <br />designed to implement the Council's policies providing for diversity of housing type and <br />cost. <br /> <br />14. The proposed Ramsey amendment specifies that the city will address the airspace zoning <br />requirements and expects to have an ordinance adopted by January, 1995 addressing the <br />Council's aviation airspace safety policy. <br /> <br />15. There are no impacts upon the regional Park and Open Space System. <br /> <br />11 <br />
