<br />~ <br /> <br />3) Why would the City of Ramsey want to add more land to its inventory of Industrial <br />and Commercial zoned land? At the current absorption rate, we have in excess of <br />50 years inventory now. Part of study is to try and determine if Ramsey currently <br />has too much land zoned Industrial and Commercial. <br /> <br />4) The EDC as a group was concerned about the "T" intersection until we discussed it <br />at length with the consultants at our October 20, 1994 meeting, but we accepted <br />their reasoning on this matter. <br /> <br />5) The EDC requested Dayton's formal position on the bridge issue, and a copy of <br />their response is attached. If Hendriksen has updated or additional documentation, <br />rather then hear say, he should produce it. <br /> <br />6) If the west alignment is chosen by City Council, then the right-of-way should be <br />purchased now while the land is still undeveloped. I personally feel that it would <br />be detrimental to the land owner if the city showed a bridge alignment through their <br />property without a right-of-way in place. <br /> <br />Deficiencies in Road Design -. Capacity/Safety: <br /> <br />As stated above, the EDC map is a variation of a P&Z alternative. We made no <br />specifications on road design, and we did not address the type of interchange at Hwy 10. <br />We were told by the consultants that the interchange issue would be addressed if the bridge <br />proposal progressed. The only time the interchange issue was discussed was when <br />Hendriksen brought the subject up at an EDC meeting on 10/20/94 - after the EDC had <br />made their recommendation. <br /> <br />Discrepancies in Gromberg's Report: <br /> <br />I will not attempt to respond to Hendriksen's accusations regarding Jim Gromberg, but my <br />point of view on this matter is simple. If Hendriksen has proof that staff has a "hidden <br />agenda" and that their information is incorrect, then he should present his facts. Also, I do <br />not feel that staff or anyone else should be subjected to the verbal abuse that Hendriksen is <br />fond of dishing out. <br /> <br />In closing, I feel that way too much time and energy has been focused on a bridge that may <br />never be built. I think that our transportation plan should be able to accommodate a bridge <br />crossing, but I do not feel that we should do our planning around a bridge at this time. <br /> <br />Ultimately, it is a decision that the Mayor and City Council will make - not the P&Z. I feel <br />that the City Council should review the recommendations of both commissions, staff, and <br />the consultants; and make the decision that makes the most sense for the City of Ramsey. <br />
