The proposed MUSA land is generally located to the <br />north and west of current urban service area. See attachments 1 and 2. The Ramsey amendment <br />would result in 442 net developable vacant acres being added to the current urban service area, <br />311 acres of which would be for low density residential uses providing approximately 933 lots. <br />The area being added to the MUSA already contains a substantial number of scattered residential <br />dwellings, several parks, an elementary school, the closed Ramsey landfill and the abandoned <br />Gatewayairport. The area is planned to accommodate a substantial share of the 1,800 new <br />households and 609 additional jobs forecast for the city between 1990 and 2000. <br /> <br />REGIONAL POLICY ISSUES <br /> <br />Ramsey's proposal is a major addition to the urban seE.ce area which will satisfy the city's needs <br />through 2000. Urban development proposed for the SA addition includes areas zoned for <br />single and multiple family residential, business and in ustrial uses. See attachment 5. <br /> <br />Currently there are over 4,100 households in the city. Less than 10 percent of these households <br />are located within the current MUSA and receive municipal sanitary sewer service. The <br />remaining 3,600+ households are served by individual on-site septic systems most of which are not <br />planned to receive municipal sewer service. While the city did change its rural development <br />policy in 1990 to preclude further development at densities in excess of four units per 40 acres, <br />there are a significant number of lots of record in the city's rural and rural transition areas that <br />will develop at higher density. <br /> <br />Council staff has concern about the number of on-site septic systems and the regulation of their <br />use.
