Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #24-351 RESOLUTION APPROVING PARTIAL PAYMENT No. 3 TO TWIN CITIES UTILITIES LLC. FOR FORD BROOK ESTATES DRAINAGE IMPROVEMENTS; IMPROVEMENT PROJECT #24-04 WHEREAS, the City of Ramsey proposes to construct drainage improvements within Ford Brook Estates to prevent stormwater runoff generated from the City -owned right-of-way for Ford Brook Estates from continuing to enter private property; and WHEREAS, the City of Ramsey charges residents and businesses a monthly stormwater utility fee to provide a dedicated source of revenue for stormwater drainage projects to correct drainage issues and for stormwater maintenance operations; and WHEREAS, pursuant to Ramsey City Council Resolution #23-280, adopted November 14, 2023, the City Engineer was ordered to prepare plans and specifications for Improvement Project #24-04 and Bolton & Menk, Inc. was authorized to collect topographic survey in the amount of $3,460.00 to assist with preparation of plans and specifications; and WHEREAS, pursuant to Ramsey City Council Resolution #24-123, adopted May 28, 2024, the City Council approved final plans and specifications as prepared by the City Engineer and authorized advertisement for bids for the same improvements; and WHEREAS, proposals were received for Construction Staking and As -built Survey of $4,162.00 from Bolton & Menk, Inc. for said improvements; and WHEREAS, pursuant to Ramsey City Council Resolution #24-205, adopted July 23, 2024, a contract was awarded to Twin Cities Utilities LLC of North Branch, Minnesota, in the amount of $207,509.84 for said improvements; and WHEREAS, as of December 10, 2024 $196,632.85 has been paid to date; and WHEREAS, the Senior Engineering Technician has inspected the completed work and recommends partial payment No. 3 to Twin Cities Utilities, LLC, of North Branch, Minnesota, for improvement project #24-04, Ford Brook Estates Drainage Improvements, in the amount of $4,731.36. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: 1) The City Council hereby authorizes partial payment No. 3 to Twin Cities Utilities, LLC of North Branch, Minnesota for Improvement Project #24-04, Ford Brook Estates Drainage Improvements in the amount of $4,731.36. 2) The City Council hereby authorizes the Mayor and City Administrator to sign the release form for this payment. 3) The total amount of this payment is not included in resolutions approving payment of bills for the date of December 10, 2024.
