• Conviction of a gross misdemeanor or felony <br />This policy applies to all City employees (full-time, part-time, paid -on -call, temporary, casual, <br />etc.); to acts that occur within or outside of City limits; and to acts that occur during or outside <br />work hours. <br />7.7 Employee Parking <br />To ensure tha-the public has easy access to the entrances of City Hall front doom, employees <br />parking at the City offices must park personal vehicles in the Municipal Parking Ramp=unless <br />otherwise approved by the Department Head.- City vehicles may be temporarily parked on the road <br />or in the south parking lot as needed for City business.— Personal vehicles may only be parked on <br />the road for the time necessary to load during Guch time th tit takeG to load or unload supplies for a <br />City function. <br />7.8 Conflict of Interest and Divided Allegiance <br />This policy applies to all City employees, personnel, and volunteers without exception, including <br />elected officials, appointed board and commissioners, temporary employees, employees working <br />under contract for the City, and members of the paid -on -call fire department. <br />The City Council and the City Administrator are committed to governing the City organization in a <br />manner that is free of personal conflicts. For the purposes of this pPolicy, the teen "conflicts" <br />refers tomeans both "conflicts of interest,"_ as they are defined under applicable state and federal <br />law, and "divided allegiances," as they are defined in this pPolicy. <br />This pPolicy addresses how the City approaches actual or perceived conflicts. The definitions <br />provided that apply coverencompass more than the specific conflict_ -of --interest scenarios <br />addressed by the state or federal laws. A conflict of interest not identified in this policy may still be <br />a violateion of those laws. City officials may have a legal conflict of interest even if their conduct <br />does not amount to a conflict of interest under this Policy. Nothing in this pPolicy authorizes, or <br />should be interpreted as authorizing, City officials to have an interest in a transaction that -is <br />prohibited by state or federal law. Employees and elected officials who have a conflict of interest <br />recognized by state or federal law are subject to all applicable legal all of the consequences <br />provided by law. <br />The purpose of this Policy is to inform City elected officials, appointed commission members, and <br />staff of the City's broad definition of conflicts and to establish procedures for declaring and <br />monitoring to follow to declare and monitor conflicts as they arise. The City Council requires each <br />elected official, appointed commission members and staff member to be advised of this pPolicy, <br />and each of said persons are to be provided with a copy upon assuming their of this Policy, <br />immediately upon assuming their City's duties or relationship. All individuals subject to this <br />pPolicy are responsible for understanding and adhering to it knowing and observing the Policy. <br />This QPolicy recognizes that a conflict of interest may exist, from a practical perspective, <br />whenever the personal or professional interests of an elected official, appointed commissioner or <br />staff member are potentially at odds with City's interest(s). Since the City Council is responsible <br />for ensuring that the organization's management serves the City's best interests, over and above <br />the interests of any insider, this pPolicy broadly defines potential conflicts of interest to include all <br />611Page <br />
