City of Ramsey
Comprehensive Plan Amendment
Land Use Element

boundary into the urban reserve lands. Development controls have been placed on urban
reserve land to minimize intense development, which will enhance ultimate orderly MUSA
expansion. Minimum single family lot size is 10 acres in the Urban Reserve Area for lands
not within the MUSA, with a maximum density of 4 single family units per 40 acres. The
Study Area is within the Urban Reserve Area.

Rural Transition Area: Lands between the Urban Reserve Area boundary and Trott
Brook are identified as the Rural Transition Area. The Trott Brook line approximately
conforms to the boundary of District No.3 of the Metropolitan Council Wastewater
Services. The District No.3 boundary has been utilized in regional and local planning and
has been incorporated into studies and reports leading to design and construction of
regional and local sewer facilities. It is impractical to extend sanitary sewer service
beyond this line. However, urban services are envisioned for this area when the Urban
Reserve Area is at or near development capacity.

Existing development within the Rural Transition Area is acknowledged, and development
controls are somewhat less restrictive than those in the other two planning areas. They
allow building permits on lots that were lots of record prior to January 1, 1990. Existing
large parcels can be subdivided into. lots of 2 1/2 acres or larger as long as a 4 lots per 40
acres maximum is observed within the parcel.

Rural Service Area: Lands beyond Trott Brook are identified as the Rural Service Area.
No urban services are envisioned for this area in the foreseeable future. Development
controls include minimum lot sizes of 10 acres with a 4 lots per 40 acres maximum
density.

Figure 2-6 shows the Urban Reserve, Transitional, and Rural Service Areas as well as the
MUSA

page 2-10
