<br />City of Ramsey <br />Comprehensive Plan Amendment <br />Land Use Element <br /> <br />As directed by state statutes, any rezoning must not conflict with the land use map. In <br />accordance with state law, future review of the Comprehensive Plan, including the Land <br />Use Map, will include a comparison of the Land Use Map and the Zoning Map to ensure <br />that no conflict exists. It is the policy of the City that the enforcement, amendment and <br />administration of the Zoning Chapter be accomplished with due consideration of the <br />recommendations contained in the Comprehensive Plan. <br /> <br />In order to achieve the desired emphasis on develolPment within sewered areas, an <br />adequate supply of residential land must be available within the MUSA By assuring an <br />adequate supply ofland, the City can achieve multiple goals consistent with regional <br />policies. These include: <br /> <br />(from 1993 amendment, page 11) <br /> <br />. Provide a variety of housing opportunities vlithin the community in terms of <br />development patterns, land use, life cycle, and lifestyle. <br /> <br />. Manage growth within the urban area by providing quality development <br />opportunities. <br /> <br />. Enhance the City's economy by providing an environment that encourages orderly <br />development. <br /> <br />. Capture leapfrog urban development activity occurring in communities outside the <br />seven-county area. <br /> <br />. Provide for the development of commercial/industrial areas in a way that reduces <br />traffic on TH 10. <br /> <br />· Protect the Mississippi and Rum Rivers which are environmentally sensitive to <br />effects of private septic systems. <br /> <br />· Provide public services to areas of the City adversely affected by groundwater <br />contamination from the regional landfill site., <br /> <br />· Provide for full utilization of the currently existing sanitary sewer facilities in the <br />City of Ramsey. <br /> <br />page 2-15 <br />
