<br />City of Ramsey <br />Comprehensive Plan Amendment <br />Transportation Element <br /> <br />Given Ramsey's location in the region and its current, sparse population, provision of fixed route <br />transit services is not feasible. Transit planners recommend a density of 15 dwelling units per acre <br />as the minimum level of residential development necessary to support fixed route transit services. <br /> <br />Because of the many TH 10 access opportunities, however, Ramsey residents can easily utilize the <br />park-and-ride lots that have been located in the area. Existing park-and-ride lots that serve <br />Ramsey residents are located along CSAH 7 south of CR 116 and at the Anoka-Ramsey <br />Community College, both in the City of Anoka. MCTO Route 27 runs these park-and-ride lots <br />and other activity centers in Anoka (Anoka Technical College, Anoka Metro <br />Center, and Anoka High School) and downtown Minneapolis. Generally, Route 27 operates on <br />half-hour, 45 minute, and hour-long headways depending on the time of day. <br /> <br />It is recommended that Ramsey should evaluate travel patterns in its expanded Urban Service <br />Area to determine the future need for public transportation services. As the density of residential <br />development and need for transit increase, limited fixed route transit services or paratransit <br />services might be extended to this area to operate as feeders to regular route services in the City <br />of Anoka. <br /> <br />It is also recommended that the City pursue development of park- and-ride lots within its borders. <br />As recommended above, a study should be conducted to determine the need for Ramsey-based <br />lots and the extent to which they would be utilized. Such a study would additionally need to <br />address land availability, sizing, access, transit circulation, and financing issues. It was <br />recommended in the Anoka County Comprehensive Transportation Plan that park-and-ride lots <br />should be located in the vicinity of the CR 83!TH 10 and TH 47/CR 27 intersections. <br /> <br />As stated in the Anoka County Plan, if the City received a favorable response from potential park- <br />and-ride patrons, it could apply to Mn/DOT for federal funds to acquire and improve additional <br />park-and-ride sites. <br /> <br />Light Rail Transit <br /> <br />The Anoka County Comprehensive Light Rail Transit (LRT) System Plan was prepared in 1989, <br />to identify LRT alignment alternatives. Analysis in the Plan showed that the most feasible LRT <br />line would run between downtown Minneapolis and the Northtown Shopping Center, and that <br />extension ofLRT further to the north would not be feasible until 2010. <br /> <br />Pllge 3-32 <br />
