City of Ramsey
Comprehensive Plan Amendment
Land Use Element

No agricultural preserve areas exist within the City. However, there are a number of large
contiguous areas remaining which have either a significant agricultural history or the long
term prospect of remaining productive agricultural land. Approximately 3130 acres
currently are enrolled in the Green Acres program. These parcels are shown in Figure 2-5.

Growth: The City experienced significant growth in the 1970s and 1980s. Rapid growth
occurred in the 1970s while growth in the 1980s was moderate. Based estimated
population and building permits, growth in the first three years of the 1990s has
accelerated. (See Tables 2-2 and 2-3). This growth has encouraged filling up the existing
land in the Metropolitan Urban Service Area (MUSA). Growth is expected to continue if
additional, moderately priced housing is available, though at a somewhat lower rate.

TABLE 2-2
RAMSEY POPULATION AND HOUSEHOLDS, 1970 -1990,
AND 1993 ESTIMATE

Average Average
Population Change % Annual Households Change % Annual
Change % Change %
1970 2360 647
1980 10,093 328% 16% 2,660 311% 15%
1990 12,408 23% 2% 3674 38% 3%
1993 * 14,081 13% 4% 4152 13% 4%

source: U.S. Census and Metropolitan Council

* estimated

page 2-2
