DEVELOPMENT POLICY PLAN <br /> <br />General Development Policies <br /> <br />The following general policies and the specific policies relating to each policy area and the other <br />elements of the comprehensive plan shall be used to guide the development and use of land in the <br />City of Ramsey. Decisions concerning development will be made within the framework of the <br />adopted policies and plans. Proper planning procedures and development standards will assure <br />the best possible results within the realm of economic and legal feasibility. <br /> <br />1 . POLICY - Essential Services & Public Services (public and quasi-public uses such as <br />utilities, transportation, communication, water management, waste treatment or <br />disposal that serve a public need, or are deemed beneficial or essential to the public <br />health and safety). These land uses, being necessary for the public health, safety, and <br />welfare, and serving a public good, may be located in any area where necessary to <br />perform their function provided an appropriate siting process is utilized in locating a <br />site. <br /> <br />Factors to be considered in the siting process: <br /> <br />Site requirements for the facility <br />Use of environmentally sensitive land shall be avoided <br />Traffic generation, road access <br />Adverse effects on the environment, especially those that cannot be mitigated and/or <br />reversed <br />Potential for the pollution of air, groundwater, surface water <br />Effects on existing and planned land uses in the area <br /> <br />2. POLICY - Compliance with new storm water runoff requirements: <br /> <br />The City of Ramsey will apply National Urban Runoff Program (NURP) standards. for <br />the design of ~ stormwater ponds and the MPCA's urban best management practices <br />titled Protecting Water Qualitv in Urban Areas" to the review of any proposed <br />development occurring in the City to reduce nonpoint source pollutant loadings in <br />stormwater runoff. The City of Ramsey will incorporate these standards and <br />requirements in its stormwater management plan and land use controls to implement <br />this policy. <br /> <br />1 . PROPOSED SCHEDULE FOR PREPARING AND ADOPTING AMENDMENTS TO LOCAL <br />STORMWATER PLAN AND LAND USE CONTROLS <br /> <br />The City of Ramsey will prepare and adopt specific amendments to its stormwater <br />plan and land use controls by January 1, 1995. These amendments will coincide <br />with the updating of the City's Land Use Plan and Shoreland District Ordinance. <br />The Metropolitan Council will be notified after the amendments have been <br />adopted. <br /> <br />2. STATE OF COOPERATION WITH DNR FOR THE REVISION OF SHORELAND <br />REGULATIONS <br /> <br />The City of Ramsey will work with the Department of Natural Resources to adopt <br />the revised shoreland regulations consistent with the DNR's schedule of <br />priorities.
