(This statement may be an administrative action and included in the <br />letter submitting the plan amendment to the Council for review. It does not <br />require official action by the local government.) <br /> <br />The local government may adopt standards and other requirements that are <br />equivalent to NURP and the MPCA's urban best management practices if it <br />chooses. This is explained in the Council's Interim Strateoy to Reduce Nonpoint <br />Source Pollution to the Minnesota River or Interim Strateoy to Reduce Nonpoint <br />Source Pollution to All Metropolitan Water Bodies. If the local government <br />chooses the alternative of adopting equivalent requirements, it should provide a <br />copy of these for the Council's files. <br /> <br />POLICY - The following policy areas will be used to guide and direct development: <br /> <br />* <br /> <br />Metropolitan Urban Service Area (MUSA) <br />Urban Reserve Area <br />Urban Transition Area <br />Rural Transition Area <br />Rural Service Area <br /> <br />The Metropolitan Urban Service Area - The focal point of the City's growth, this area <br />provides the full range of public services, employment, and business opportunities. The <br />City's policy will continue to be to support the continued growth and development of the <br />urban service area. As an integral part of this policy, the City will attempt to direct <br />most residential, commercial, industrial, and institutional development to the <br />Metropolitan Urban Service Area of the City. <br /> <br />Urban Reserve Area - This area is the area between the MUSA and the City's designated <br />urban area boundary. This is the area where future MUSA expansions would logically <br />occur. As an integral part of this policy, the City will work to preserve the capability <br />for orderly and economic expansion of urban services to this area. <br /> <br />Rural Transition Area - This area abuts the urban reserve area and is predominantly <br />one (1) to two and one-half (2.5) acre residential lots. This area lies within the <br />Metropolitan Waste Control Commission's District 3 Boundary for sanitary sewer. The <br />lots in this area are generally capable of being subdivided, however, extension of <br />sanitary sewer is not anticipated for more than 20 years. <br /> <br />Rural Service Area - This area encompasses the remainder of the City. This area <br />provides for long term lot (1 unit per 10 acres) residential use and agricultural or <br />open space areas. <br /> <br />Development Policies Relating to the Metropolitan Urban Service Area <br /> <br />In response to the issues associated with future growth, the City has adopted the <br />following policies concerning the Metropolitan Urban Service Area: <br /> <br />4. <br /> <br />In order to accommodate future growth and to promote efficient provision <br />of public services, future growth should occur in the Metropolitan Urban <br />Service Area of the City. <br /> <br />POLICY - Future public investment in urban services should occur in the Metropolitan <br />Urban Service Area of the City. <br /> <br />4 1 <br />
