<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />APPENDIX A <br />ADOPTION OF ORDINANCE AMENDING PROVISIONS OF THE SEWAGE DISPOSAL SYSTEM CHAPTER <br /> <br />Background: <br /> <br />On July 13, 1989, Metropolitan Council approved the City's request for expansion of the MUSA <br />area. As a condition of approval, the City agreed to amend certain provisions of its City Code <br />pertaining to on-site treatment systems. This ordinance amends the requirements for dosing <br />devices for pressure distribution systems. It also replaces Final Treatment and Disposal - <br />Standard Systems and Alternative Systems, which replacement is prompted by revisions to <br />Minnesota Rules 7080 regarding rapidly permeable soils and mound systems which were <br />adopted in 1988 and 1989 and was passed by the City Council, City of Ramsey, as Ordinance <br />89-16 on July 25, 1989. <br /> <br />The Council action was to: <br /> <br />Adopt Ordinance #89-16 which amends Ordinance 84-2 which contains Section 150.01 of the <br />RamseyeCity Code; known as the Sewage Disposal System Chapter of the City Code. <br /> <br />The specific changes to Section 150.01 made by this Ordinance are: <br /> <br />1 ) Modifications of existing Section 150.01.4E, subsection "Dosing Devices for <br />Pressure Systems" by adding two subparagraphs, numbers 6 and 7. <br /> <br />2 ) Repeal of existing Section 150.01.4F, "Final Treatments and Disposal - Standard <br />System" and replacement with a new Section 150.01.4F that conforms to <br />Minnesota Statute Chapter 7080, especially as it relates to rapidly permeable <br />soils <br /> <br />3 ) Repeal of existing Section 150.01.4G, "Final Treatment and Disposal - <br />Alternative Systems" and replacement with a new section 150.01.4G that <br />conforms to Minnesota Statutes 7080, especially as it relates to mound systems <br /> <br />4 ) Replacement of existing Section 150.01.4H, "1990 Urban Service Alternatives" <br />with a new Section 150.01.4H "2000 Urban Service Alternatives" that <br />eliminated a subsection permitting a sewage collection system with a common <br />disposal site for two or more buildings and that eliminated a subsection allowing <br />seepage pits for disposal of sewage effluent in the urban service area. <br /> <br />47 <br />
