The average value for the northern suburbs were: $97,891 in Andover; <br />$85,855 in Coon Rapids; $96,310 in Champlin and according to Anoka County data, the <br />average value of a home in the City of Ramsey is $91,671. These figures led to the <br />average value in the metro area of a new home constructed in 1993 to be $122,115. This <br />compares to the average value of new home construction in the City of Ramsey of <br />$101,432. The City of Ramsey currently has over 65 percent of its housing stock valued at <br />$90,000 or less and the median value of a home sold in Ramsey was $97,000, compared to <br />$98,483 for the Metro Area. These figures further support Ramsey's position of <br />supporting the development of a diversity of housing to prevent the community from <br />becoming a haven for either low value homes or becoming elitist in allowing only high <br />priced housing sites. <br /> <br />The City of Ramsey has also reviewed the growth patterns of the communities directly to <br />the north and west of the City to see if the lack of vacant MUSA property has affected their <br />growth. . The City has found that according to a May 1993 Elk River Star News article, the <br />City of Elk River platted 300 new homes in the frrst four months of 1993. The Cities of <br />Elk River, Big Lake and Otsego have issued 186,60 and 75 building permits, respectively, <br />during the first six (6) months of 1993. All of these are outside of the Metropolitan <br />Council's Urban Service Area and the Metropolitan Council's jurisdiction; however, they <br />impact the Metropolitan Area. <br /> <br />We appreciate the cooperation of the Metropolitan Council and its staff in the approval of <br />the proposed plan amendment.
