~"

.

.

Mayor Gilbertson asked Mr. Barthold if he really was trying to reduce the number of pigs on the
farm because with 700 pigs still there, he certainly did not seem serious about reducing the herd
size.

Mr. Barthold stated that he did not expect his sows to be quite so prolific. He also said that he
never received anything in writing as to the limit of pigs on the property.

Mayor Gilbertson reminded Mr. Barthold that he gave assurance to the City verbally that the herd
would be reduced to 450 by July 1, 1992 and it was not, nor did he bring the requested
information regarding herd size from 1990.

Motion by Councilmember Peterson and seconded by Councilmember Beyer to schedule a public
hearing for Tuesday, August 11, 1992 at 7:30 p.m. regarding the hog farm being operated on
P.I.N. 14-32-25-43-0001.

Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Hardin, Peterson and
Zimmerman. Voting No: None.

Further discussion. Zoning Administrator Frolik stated that the public hearing notice will be
mailed to nearby residents and all persons who have officially registered complaints. The Ramsey
Resident newsletter will also carry the announcement as well as cable television and the Anoka
County Union newspaper.

, ,: .,:~~to1>~hase'B.'fmiF,iR.rl$a .
. .' .wo'U'f'd'95e allowed to rezone and subdivide into'a'higner
~;~~

Darlene Peron of 156th Lane & Juniper Ridge Drive - asked Mr. Barthold what the smell was
between 5:30 and 6:30 this evening before the meeting. Mr. Barthold replied "Nothing unusual".

Judy Watson, 15530 Barium Street N.W. - asked if Mr.Barthold would have all of the required
documentation before the August II, 1992 public hearing.

Ron Aldron, 6040 157th Lane N.W. - stated that he is further away than the distance required for
public hearing notification, but feels that this problem goes much further than that and it is worth
the expense of additional mailings.

Pat Bock, 5940 - 159th Lane N.W. - inquired about the air conditioning bills they had to pay
because they could not open their windows.

Mike McLaine, 5560 - 156th Lane N.W. - stated that he was notified of the meeting tonight, but
his neighbors were not.

Zoning Administrator Frolik stated thatshe used the records to notify all persons of this meeting
who have officially lodged a complaint.

Case #1:

Woodland Green Park Development.

City Administrator Schroeder stated that on June 11, 1992 there was a joint City Council/Park and
Recreation Commission meeting. The focus of the meeting was neighborhood park development.
There are two neighborhood parks in close proximity in this area, Woodland Green and Reilley
East. Staff is of the opinion that continued development of Woodland Green and completing a trail
connection would be superior to beginning development of Reilley East. The City would prefer to
have one well developed park than to have two poorly developed parks.
City Council/July 14, 1992
