This is the second step in a four part <br />process to revise the Council's long-range forecasts for the region. Subsequent steps in the <br />process will include allocation of the forecasts to local municipalities (scheduled for May) and <br />finally, with the help of local government units, to assign the municipal forecasts to Traffic <br />Analysis Zones. This work is expected to be completed before the end of 1992. <br /> <br />The preliminary forecasts and forecast allocations are based on current trends, influenced by <br />adopted Council policy as it affects urban growth and metropolitan services. <br /> <br />Since these preliminary forecasts and allocations are based primarily on current trends, they do <br />not reflect potential policy changes that are being discussed by the Council in several areas of <br />study. These include; the Airport Study and possible growth shifts (if it is relocated), sewer <br />service plans and costs, particularly the Sewer Centralization Study, a revised Transit Plan that <br />would focus service and could increase land use density in certain areas, a revised Metropolitan <br />Development Investment Framework Guide (including MUSA changes), as well as other Council <br />or Legislative ideas that are currently being pursued.
