This is the second step in a four part
process to revise the Council's long-range forecasts for the region. Subsequent steps in the
process will include allocation of the forecasts to local municipalities (scheduled for May) and
finally, with the help of local government units, to assign the municipal forecasts to Traffic
Analysis Zones. This work is expected to be completed before the end of 1992.

The preliminary forecasts and forecast allocations are based on current trends, influenced by
adopted Council policy as it affects urban growth and metropolitan services.

Since these preliminary forecasts and allocations are based primarily on current trends, they do
not reflect potential policy changes that are being discussed by the Council in several areas of
study. These include; the Airport Study and possible growth shifts (if it is relocated), sewer
service plans and costs, particularly the Sewer Centralization Study, a revised Transit Plan that
would focus service and could increase land use density in certain areas, a revised Metropolitan
Development Investment Framework Guide (including MUSA changes), as well as other Council
or Legislative ideas that are currently being pursued. If and when any of these current plan
revisions or studies result in changes to Council policy, the long-range forecasts are subject to
change.

c/'/'(~/ 7" . /
~/'

,
....,; ,-1'\.
\( AI\.)
'I, ,V '1
-/
~k/f"" 0}
'b, D i
~ t l';-S
!~
' r \ {5;6

. . //
/ _----1_
/ /A-C
c.~-'
