",,' RE: Metropolitan Council Referral File No. 13834-7 Dear Ms. Voge: The Metropolitan Waste Control Commission has reviewed the Comprehensive Plan Amendment submitted by the City of Ramsey. The amendment is a modification of a proposed 4,365 acre Metropolitan Urban Service Area (MUSA) expansion plan amendment submitted to the Metropolitan Council on October 20, 1993. . The current plan amendment proposes to expand the MUSA by 1,455 acres. The plan amendment indicates that only 442 acres of the 1,455 proposed MUSA expansion is developable. We offer the following comments in regard to our review of this comprehensive plan amendment: 1. The Anoka Wastewater Treatment Plant was phased out of operation in May, 1993. Wastewater flow from the City of Ramsey is conveyed via Metropolitan Interceptors 77-07 and 83- 62 to the CAB Interceptor for conveyance for treatment to the Metropolitan Wastewater Treatment Plant in st. Paul. Page 33 of the plan amendment should be revised to reflect the current metropolitan sewer service to the city. 2. The plan amendment estimates a year 2000 wastewater flow for the city of 0.987 million gallons per day (mgd) and a year 2010 flow of 2.22 mgd.Wastewater flow forecasts for the city prepared by the Commission and Metropolitan Council in 1992 show a year 2000 flow of 0.197 mgd and a year 2010 flow of 0.298 mgd. The Commission is presently updating its wastewater flow forecasts for Ramsey based on revised Metropolitan Council household forecasts. The metropolitan interceptors serving the city have adequate capacity to accommodate the year 2000 and year 2010 flows forecasted by the city. 3. The plan amendment should include year 2000 and year 2010 household and employment forecasts for both the Mississippi and Rum River Watersheds. It is not clear from the data shown on Tables 17, 17, 18 and 18A as to the number of households and employees forecasted by the city for the years 2000 and 2010.
