",,' <br /> <br />RE: Metropolitan Council Referral File No. 13834-7 <br /> <br />Dear Ms. Voge: <br /> <br />The Metropolitan Waste Control Commission has reviewed the <br />Comprehensive Plan Amendment submitted by the City of Ramsey. The <br />amendment is a modification of a proposed 4,365 acre Metropolitan <br />Urban Service Area (MUSA) expansion plan amendment submitted to the <br />Metropolitan Council on October 20, 1993. . The current plan <br />amendment proposes to expand the MUSA by 1,455 acres. The plan <br />amendment indicates that only 442 acres of the 1,455 proposed MUSA <br />expansion is developable. <br /> <br />We offer the following comments in regard to our review of this <br />comprehensive plan amendment: <br /> <br />1. The Anoka Wastewater Treatment Plant was phased out of <br />operation in May, 1993. Wastewater flow from the City of <br />Ramsey is conveyed via Metropolitan Interceptors 77-07 and 83- <br />62 to the CAB Interceptor for conveyance for treatment to the <br />Metropolitan Wastewater Treatment Plant in st. Paul. Page 33 <br />of the plan amendment should be revised to reflect the current <br />metropolitan sewer service to the city. <br /> <br />2. The plan amendment estimates a year 2000 wastewater flow for <br />the city of 0.987 million gallons per day (mgd) and a year <br />2010 flow of 2.22 mgd.Wastewater flow forecasts for the city <br />prepared by the Commission and Metropolitan Council in 1992 <br />show a year 2000 flow of 0.197 mgd and a year 2010 flow of <br />0.298 mgd. The Commission is presently updating its wastewater <br />flow forecasts for Ramsey based on revised Metropolitan <br />Council household forecasts. The metropolitan interceptors <br />serving the city have adequate capacity to accommodate the <br />year 2000 and year 2010 flows forecasted by the city. <br /> <br />3. The plan amendment should include year 2000 and year 2010 <br />household and employment forecasts for both the Mississippi <br />and Rum River Watersheds.
