DEC-01-'94 THU 09:14 ID:METROPOLITAN COUNCIL TEL NO:612/291-6550

1:11 92 P05

e

e

REVIEW OJ: RAMSEY COMPREHENSIVE PLAN AMENDMENT
BACKGROUND

Ramsey is a developing community in Anoka County. The city has nearly 30 square mites of land
area with approximately 2 112 square miles of land in the southeastern part of the city within the
MUSA. '!be remaining area or 2'1 112 square miles in the northwestern portion of the city Is
currently in the rural service area. The Council expects urban expansion in the rural area to be
planned, ataled and contiguous to existing development. The land uses proposed by the city for
MUSA expansion area are primarily residential and industrial.

The proposed MUSA expansion contains 1,455 gross acres which includes National Wetlands
Inventory (NWI) protected wetlands, the closed Ramsey landftll. an existing 5Choo~ the
abandoned Gateway airport and other already developed land uses. The proposed MUSA
exp8ftlion contains 442 acres of vacant land "suitable" (NWI wetlands and other lands restricted
from development excluded) for development.

Council and Ramsey staff held extensive meetings during late 1993 and early 1994 to evaluate
. exfstlng land use and the supply of vacant land suitable for urban development within the current
Ramsey MUSA. Metropolitan Council revised 1990 land use figures show a supply of vacant land
suitable for development in the current Ramsey MUSA of 800 acres. The 1990 to 2000 urbaD
land demand is for 1,242 acrea. Thii demand is based upon the past ten year growth trend and
uses Council forecasts. As a result of these sessions Councll and Ramsey staff agreed that based
on Blueprint pollcy, Ramsey could expand the city's MUSA by 442 acres of land suitable for
development to accommodate forecasted growth. Council and city staff are in agreement
regarding the size of the proposed MUSA expansion.

During the plan review Ramsey and other agencies submitted additional information a8 Collows:

.
