The contract to widen TH 169 <br />to four lanes was let in June 1994. However, due to the Cour-Iane bridge ewer the river in Anoka <br />limited capacity will be available. Segments of m 10 construction have been completed and <br />others are under construction. The entire project to provide a 4 to 6 Jane freeway will not be <br />completed until 2000 or later, <br /> <br />The TH 10 project will significantly increase the capacity of the metropolitan highway system in <br />this area, but it appears that it will not be adequate to meet the needs to 2010 or beyond. The <br />Council therefore, required the city of Ramsey to work with other affected cities and the county <br />to analyze the impact of added growth on these metropolitan highways. The work was completed <br />and the consultant report with the analysis was sent to the city by Anoka county. Growth beyond the level <br />IS deacribed in the attached table on traffic analysis zones submitted by the city of Ramsey will <br />require additional facilities, modify demand or provide other transportation alternativcs. <br /> <br />AnoD Q)unty states: <br /> <br />"Assuming development occurs within the TAb (traCfJc analysis zones) as forecasted, and <br />all transportation improvements are made, the ~ransportation demand will be in balance <br />with transportation capacilY. The approval of an individual communityts MUSA will be <br />established through the Metropolitan Council process. The county is confident the <br />facilities, as described here, will accommodate the growth in the 200' forecasts.1t <br /> <br />"The Metropolitan Council will expect that any MUSA expansion that exceeds these <br />forecast will require additional facilities or programs to accommodate the added demand, <br />or that demand wiD be modified to allow the metropolitan highway system to function <br />adequately. If the committed roadway improvements are not implemented, traffIC <br />resulting from that growth is unlikely to be accommodated in 2015 at an acceptable level <br />of service. However, as this may very well be the case in much of the region as welJ 88 in <br />Anoka County. the county does not expect to be able to resolve this problem alone. <br />State, regional and local cooperation will be essential, both in system planning and in <br />funding eommltmenls." <br /> <br />5) <br />
