<br />. <br /> <br />. <br /> <br />/ <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />May 16, 1997 <br /> <br />SUBJECT: <br /> <br />Bill Goodrich, City Attorney /'I, J <br />James Gromberg, Economic Development CoordinatorW <br /> <br />MUSA Expansion Acreage <br /> <br />TO: <br /> <br />FROM: <br /> <br />As you requested in your memo, dated May 12, 1997, I have reviewed the property that was <br />included in the most recent MUSA line expansion. Based upon this review, I have determined <br />the following information. The original request indicates a gross acreage of 4,365 acres, later <br />reduced to 1,455 acres of property to be included within the new MUSA area. The actual gross <br />area that was finally approved by the Metropolitan Council was. considerably larger than the <br />amended report but was less, of course, than the report that was reviewed by the Planning <br />Commission and City Council in 1993. <br /> <br />I determined the developable property, within the MUSA, that this expansion encompassed for <br />the City, is 436 acres. The methodology for this determination was similar to when the plan <br />amendment was completed. The steps for this determination are as follows: <br /> <br />. Identify the undeveloped properties in the new MUSA area. <br />. Using the planimeter and the City map, determine the gross area of the properties identified. <br />. Using the half section maps, determine the area of wetlands and subtract that area for the <br />property. <br />. The resulting property is then used as the area available for development. <br /> <br />If a property was already developed, it is not included in the developable property. This <br />assumption was used for all properties even if an assumption could be made that the property <br />could some day be redeveloped to a higher density. I have included a map with these <br />computations and the areas associated with the breakdown of properties. Also attached is an <br />April 24, 1997, memorandum to the City Council updating them on the status of the MUSA map <br />and the properties currently considered within that area. <br /> <br />As always, if you have any questions concerning this project, please do not hesitate to contact me <br />at 427-1410. <br />
