CONI)I T] 0NAL USE PROCEDURE <br />1. Complete application form provided. <br />2. Before any Conditional Use Permit can be granted, there <br />shall be written findings of fact demonstrating compli- <br />ance with rules governing individual Conditional Use Per - <br />mits and that satisfactory provisions and arrangements <br />have been made concerning the following where applicable: <br />(a) Ingress and egress to property and proposed structures <br />thereon with particular reference to automotive and <br />pedestrian safety and convenient traffic flow and <br />control, and access in case of fire or catastrophy; <br />(b) Off- street parking and loading areas where required, <br />with particular attention to Item (a) above, and the <br />economic, noise, glare, or odor effects of the special <br />exception on adjoining properties and properties <br />generally in the district; <br />(c) Refuse and service areas, with particular reference - <br />to Items (a) and (b) above; <br />(d) Utilities, with reference to locations, - availability, <br />and compatibility; <br />(e) Screening and buffering with reference to type, dimen- <br />sions and character; <br />(f) <br />Signs, if any, and proposed exterior lighting with <br />reference to glare, traffic, safety, economic effect, <br />and compatibility and harmony with properties in the <br />district; <br />(g) Required yards and other open space; <br />(h) General compatibility with adjacent properties and <br />other property in the district. <br />3. Payment of a fee as determined by resolution of the City <br />Council which is commensurate with the cost of processing <br />this application. <br />4. The staff shall review and make recommendations to the <br />Planning Commission for their review and action. If a <br />conceptual rendering is needed, 10 copies (or one 8 1/2" <br />x 11 ") shall be provided by the applicant. The applicant <br />shall receive a copy of the staff report when copies are <br />distributed to the Planning Commission. <br />S. After a public hearing, the Planning Commission will make a <br />recommendation on the Conditional Use application and <br />forward it to the City Council. <br />6. The City. Council will make the final determination as to <br />whether the permit will be granted and under what conditions. <br />90 <br />
