PREFACE
In 1977 Ramsey initiated a Comprehensive Park Plan which was authored by
Timothy J. Paquette. This plan was basically an inventory of existing
municipally owned park facilities with recommendations for future development
of each area. These recommendations were embraced and approved by the
City Council as a guide for development and acquisition for the entire City.
With updating the City Comprehensive Plan, the City, and particularly the
Park Board, recognized the necessity of prioritizing park development. The
intent is to serve presently populated areas of the City and to provide
parks that would better meet the varied seasonal recreational needs of
the entire citizenry. The following Park and Open Space System Plan is
based on the 1977 inventory with priorities for development established by
the Park Board. In addition, the Park Board has established a Capital
Improvements Program (CIP) so that methods of implementing proposed improve-
ments are feasible. Wehrman, Chapman Associates, Inc. has worked with the
Park Board to prioritize projects and to establish the Capital Improvements
Budget; however, financial limitations have restricted in- depth, updated
evaluations and recommendations for each facility.
The Park Board is anxious to begin implementation of the proposed
developments to bring the City up to current needs. The Park Board
anticipates a general obligation bond to finance this first immediate
phase of work. Furthermore, the Park Board is anxious to work with the
Planning Commission and City Council so that this Park and Open Space
Plan is an effective guide and that implementation of the recommendations
will help establish a working park budget and park programs.
1
