PREFACE <br />In 1977 Ramsey initiated a Comprehensive Park Plan which was authored by <br />Timothy J. Paquette. This plan was basically an inventory of existing <br />municipally owned park facilities with recommendations for future development <br />of each area. These recommendations were embraced and approved by the <br />City Council as a guide for development and acquisition for the entire City. <br />With updating the City Comprehensive Plan, the City, and particularly the <br />Park Board, recognized the necessity of prioritizing park development. The <br />intent is to serve presently populated areas of the City and to provide <br />parks that would better meet the varied seasonal recreational needs of <br />the entire citizenry. The following Park and Open Space System Plan is <br />based on the 1977 inventory with priorities for development established by <br />the Park Board. In addition, the Park Board has established a Capital <br />Improvements Program (CIP) so that methods of implementing proposed improve- <br />ments are feasible. Wehrman, Chapman Associates, Inc. has worked with the <br />Park Board to prioritize projects and to establish the Capital Improvements <br />Budget; however, financial limitations have restricted in- depth, updated <br />evaluations and recommendations for each facility. <br />The Park Board is anxious to begin implementation of the proposed <br />developments to bring the City up to current needs. The Park Board <br />anticipates a general obligation bond to finance this first immediate <br />phase of work. Furthermore, the Park Board is anxious to work with the <br />Planning Commission and City Council so that this Park and Open Space <br />Plan is an effective guide and that implementation of the recommendations <br />will help establish a working park budget and park programs. <br />1 <br />
