11. When the City is fully developed and playgrounds should be <br />equally distributed throughout the community. Recreational <br />facilities should be developed to accommodate those already populated <br />areas of the City. Future acquisition and development will logically <br />follow planned development. <br />12. No person should cross a major transportation route to gain access <br />to the park, unless the route is properly controlled. <br />13. Develop a Park and Open Space System that meets the seasonal <br />recreational needs of all age groups. <br />14. Since Ramsey is part of the metro area, its residents are not <br />confined to the corporate limits of the City and therefore should <br />take advantage of district and regional recreational facilities. <br />Likewise it can be assumed that some local facilities will be used <br />by nonresidents. <br />15. To a practical extent, the Planning and Zoning Commission should <br />adhere to the policies of land acquisition, parks and open spaces <br />and trailways (greenbelts, waterways, bike trails, hiking trails, <br />ski trails, snowmobile trails, walkways, etc.) as recommended by <br />the Park and Recreation Commission. <br />16. All Parks and Open Space areas should be comprehensively designed <br />with appropriate high quality amenities, boundary marker /buffers <br />and be made easily identifiable and accessible. <br />17. The City should accept the park lands as a major part of the <br />City's service infrastructure. In line with this an adequate main- <br />tenance budget and program budget should be allocated from the <br />general funds. <br />18. In addition to tax supported budgets, the Park Commission should <br />institute an aggressive program to encourage corporate and public <br />contributions along with project oriented commitments from the <br />various service organizations. <br />
