SUMMARY <br />1. For the probable populations of the City of Ramsey up to 2,000 <br />A.D., the City should concentrate on maintenance and development <br />of existing facilities. The majority of the efforts should be <br />in the upgrading of active areas. <br />2. Before any improvements are attempted, a master development plan <br />should be made for each park so that haphazard facilities are <br />avoided. Development should be based on potential user needs, <br />and long -term durability of the design and equipment. <br />3. The immediate concerns should include an adequate maintenance <br />budget for existing municipality owned park lands; development <br />and operational budget for large -scale community parks supple- <br />mented with development of smaller parks within the intensely <br />populated areas. <br />4. Implementation of a community wide, shared program for the various <br />seasonal sports should be instigated in cooperation with surrounding <br />cities. A joint program -- partially subsidized by the participants <br />provides excellent use of facilities, available money, and personnel. <br />25 <br />
