LAKES <br />8. THE CITY SHOULD ENFORCE DNR STANDARDS PROTECTING <br />LAKES AND SHORELANDS. <br />FLOODPLAINS <br />9. THE MINNESOTA DEPARTMENT OF NATURAL RESOURCES <br />STANDARDS SHALL BE ENFORCED WITHIN THE FLOODPLAIN <br />AREAS. <br />SLOPES <br />10. NO DEVELOPMENT SHALL BE PERMITTED ON SLOPES OF 18% <br />OR GREATER WITHOUT FIRST OBTAINING A PERMIT FROM <br />THE CITY. THE PERMIT WILL REQUIRE INFORMATION RE- <br />GARDING SOIL LOSS IN TONS /ACRE /YEAR BOTH DURING AND <br />AFTER CONSTRUCTION.. THESE SLOPES SHALL BE MAIN- <br />TAINED IN A NATURAL STATE AND REGULATION SHALL <br />REQUIRE PRESERVATION OF VEGETATIVE COVER TO MINIMIZE <br />EROSION PROBLEMS. <br />11. DEVELOPMENT CONTROLS SHALL BE ADOPTED TO MINIMIZE <br />EROSION AND SLIPPAGE ON SLOPES OF 12 to 18% THAT ARE <br />SUBJECT TO MODERATE EROSION. CONTROLS WILL REQUIRE <br />REPLACEMENT OF VEGETATIVE COVER ON THESE SLOPES TO <br />MINIMIZE EROSION PROBLEMS. <br />12. DURING CONSTRUCTION, THE SOIL SHALL BE LEFT BARE FOR <br />THE SHORTEST TIME POSSIBLE, AND NECESSARY PRECAUTION <br />USED TO TRAP SEDIMENT. AN EROSION AND SEDIMENTATION <br />PLAN SHALL BE SUBMITTED PRIOR TO CONSTRUCTION ON ALL <br />SLOPES GREATER THAN 12% EXPRESSING THE CALCULATED <br />ANTICIPATED GROSS SOIL LOSS (EXPRESSED IN TONS /ACRE/ <br />YEAR) BOTH DURING AND AFTER CONSTRUCTION. <br />13. SHORELINE PROTECTION AND STABILIZATION WILL BE THE <br />INDIVIDUAL PROPERTY OWNER'S RESPONSIBILITY. <br />SOILS <br />14, ON -SITE ABSORPTION SYSTEMS WHERE PERMITTED, MUST MEET <br />THE MINIMUM STANDARDS AS SPECIFIED IN WPC -40 <br />(MINNESOTA POLLUTION CONTROL AGENCY STANDARD). <br />15. LAND WHICH IS UNSUITABLE FOR PRIVATE SEWAGE SYSTEMS <br />SHOULD NOT BE DEVELOPED UNTIL PUBLIC SEWERS ARE <br />AVAILABLE. <br />
