4) All City streets within new subdivisions are improved
with a bituminous surface at the time of platting. MSA
streets are presently being improved with MSA funds as
they become available and all other streets are upgraded
as residents request by petitions. Upgrading of petitioned
streets are paid for by 100% assessments to benefitted
properties. City property such as park land is not
included in the assessment. Street improvements adjacent
to parks are paid by dividing the total cost of a project
on a unit basis among those residents in the project area.
The present policy of upgrading existing gravel or dirt
streets by petition only could change if the council
decides to order improvement projects by a four fifths
vote. The city's current policy on seal coating is to
assess the costs out 100 %, except for MSA streets which
are financed with MSA funds.
5) Ramsey has a Municipal State Aid (MSA) system with
$675,000 of improvements programmed for 1981 -1986.
Some of these improvements include:
a) Variolite Street from 161st to County Road 63 -
asphalt surfacing.
b) Variolite Street south of 161st to County Road 56 -
base material and asphalt surfacing.
c) 167th Street C.S.A.H. 0 #5 to TH 47 then to Jasper -
right -of -way acquisition, grading, base material,
and asphalt surfacing.
6) Present subdivision ordinance requires limited access onto
collectors, minor arterials, intermediate arterials, and
primary arterials. It has also been City policy to restrict
all access to major highways in accordance with MnDOT standards.
The County Thoroughfare Plan designates County Road 116
as a major east -west arterial with a Rum River bridge
crossing connecting Ramsey to S.T.H. No. 10 at Round
Lake Boulevard. The County Thoroughfare Plan also
designates a minor east -west arterial and Rum River
crossing along an alignment of 156th Avenue Northwest
swinging to the north and then following 161st Avenue.
Present road design standards are:
a) New road must be surfaced with an impervious surface.
b) Concrete curb and gutter for all MSA urban streets.
c) Right -of -way width:
Thoroughfare 150 feet
Collector 80 feet
Minor 66 feet
Cul -de -sac 65 feet radius
Service 66 feet
67 ( 7 -6 -81 1 - -
".9 -28 -81
