4) All City streets within new subdivisions are improved <br />with a bituminous surface at the time of platting. MSA <br />streets are presently being improved with MSA funds as <br />they become available and all other streets are upgraded <br />as residents request by petitions. Upgrading of petitioned <br />streets are paid for by 100% assessments to benefitted <br />properties. City property such as park land is not <br />included in the assessment. Street improvements adjacent <br />to parks are paid by dividing the total cost of a project <br />on a unit basis among those residents in the project area. <br />The present policy of upgrading existing gravel or dirt <br />streets by petition only could change if the council <br />decides to order improvement projects by a four fifths <br />vote. The city's current policy on seal coating is to <br />assess the costs out 100 %, except for MSA streets which <br />are financed with MSA funds. <br />5) Ramsey has a Municipal State Aid (MSA) system with <br />$675,000 of improvements programmed for 1981 -1986. <br />Some of these improvements include: <br />a) Variolite Street from 161st to County Road 63 - <br />asphalt surfacing. <br />b) Variolite Street south of 161st to County Road 56 - <br />base material and asphalt surfacing. <br />c) 167th Street C.S.A.H. 0 #5 to TH 47 then to Jasper - <br />right -of -way acquisition, grading, base material, <br />and asphalt surfacing. <br />6) Present subdivision ordinance requires limited access onto <br />collectors, minor arterials, intermediate arterials, and <br />primary arterials. It has also been City policy to restrict <br />all access to major highways in accordance with MnDOT standards. <br />The County Thoroughfare Plan designates County Road 116 <br />as a major east -west arterial with a Rum River bridge <br />crossing connecting Ramsey to S.T.H. No. 10 at Round <br />Lake Boulevard. The County Thoroughfare Plan also <br />designates a minor east -west arterial and Rum River <br />crossing along an alignment of 156th Avenue Northwest <br />swinging to the north and then following 161st Avenue. <br />Present road design standards are: <br />a) New road must be surfaced with an impervious surface. <br />b) Concrete curb and gutter for all MSA urban streets. <br />c) Right -of -way width: <br />Thoroughfare 150 feet <br />Collector 80 feet <br />Minor 66 feet <br />Cul -de -sac 65 feet radius <br />Service 66 feet <br />67 ( 7 -6 -81 1 - - <br />".9 -28 -81 <br />
