1) The retired population is increasing rapidly. <br />2) Small family sizes are the norm rather than the exception. <br />3) The urban area will be more conducive to small family sizes or <br />persons per household due to higher densities in contrast to the <br />large lots in the transition area which attracted large family <br />sizes. <br />As shown in the Tables 13 -16 of the existing and proposed development <br />for the Rum River (second sewer connection) and the Mississippi (first <br />sewer connection) watersheds on pages 70f - 70i, a total of 1,277 new <br />housing units, are proposed within the sewered area by 1990. It is <br />anticipated that the remaining development will occur on existing lots <br />within the rural service areas of the City. <br />The total average daily flow projected for 1990 is 0.57 million <br />gallons per day (MGD) as shown on Table 19 on page 701. This flow is <br />somewhat higher than the 0.48 MGD flow forecasted by the Metropolitan <br />Council in their system statements. However, at the time of that <br />forecast, Ramsey was programmed for only one connection to the <br />metropolitan sewer system. Presently the City of Ramsey is proposing <br />two connections to the metropolitan sewer system as agreed to by <br />the Metropolitan Waste Control Commission in their letter to the <br />Ramsey City Attorney dated May 16, 1978. (See Appendix D) One <br />connection as originally planned would serve the Mississippi River <br />Watershed and the second connection would serve the Rum River Water- <br />shed. (See page 25 of Appendix C) Wastewater flow projections for <br />both watersheds are shown on Tables 17 and 18 on pages 70j and 70k. <br />The flow of 0.57 (MGD) is consistent with the Water Quality Manage- <br />ment Policy Plan. <br />It is extremely important for the growth and orderly development of <br />the City of Ramsey that this second connection be provided no later <br />than 1984. Several developers have delayed development in the Rum <br />River Watershed in anticipation of sewer by the early 1980's (see <br />appendix for letters requesting sewer). If the second connection is <br />not provided, the City of Ramsey's development goals will not be met <br />for the following reasons: <br />1) Developers will be forced to develop on larger lot sizes utilizing <br />on -site wastewater disposal and water systems. This is not very <br />economic and would slow development since home buyers wouldn't <br />be willing to pay for on -site sewer and water systems with the <br />knowledge that municipal sewer and water would be available in the <br />near future (within 5 to 7 years). <br />2) Ramsey would not be able to provide low /modest cost housing which <br />would require municipal sewer and water for the higher densities <br />and smaller lot sizes. <br />3) Residential growth would be limited to scattered development <br />throughout Ramsey on large lots with the exception of the 86 <br />70d <br />9 -14 -81 <br />10 -13 -81 <br />1 -7 -82 <br />4 -1 -82 <br />8 -18 -82 <br />
