City is successful in encouraging development in the urban area rather <br />than rural areas, 75% of the new homes will be developed in the urban <br />area. At 3.0 units per net developable acre, 22 acres per year would <br />be absorbed by residential development. <br />PROPOSED 1990 MUSA EXCHANGE <br />The four developments of Windemere Woods, Cedar Hills, Chestnut Hills <br />and Juniper Ridge have been in the plat approval process for up to a <br />year pending expansion of the MUSA area. These developments are <br />desired by the City, and comply with the requirements of plats within <br />the urban service area. All of the 342 lots within the four <br />developments would be served by sanitary sewer. <br />In order to expedite the process, the City of Ramsey is proposing a <br />land exchange which would add approximately 163 acres to the MUSA <br />area, and at the same time, remove approximately 165 acres from the <br />1990 MUSA area. The proposed MUSA exchange is shown on Figure 4. <br />Approximately 20 acres is proposed to be added to the MUSA southwest <br />of Juniper Ridge in order to provide a continuous MUSA area within the <br />City. Each of these developments anticipate summer construction in <br />1989 pending approvals. <br />The areas proposed to be removed from the MUSA are either opposed to <br />City sewer or are not scheduled to receive sewer for at least five <br />years. The first area proposed to be removed is the Ramsey Terrace <br />and Flintwood Hills subdivisions. Residents of these subdivisions are <br />served with on -site systems and have expressed strong opposition in <br />the past to connecting to the City 's sanitary sewer system. As a <br />home rule charter City, it is highly unlikely that these residents <br />could be forced to connect to the sanitary sewer system. The City <br />Council, however, has indicated a favorable view towards requiring <br />connection of residences in this area to the system if and when a <br />significant threat is posed to the public health, safety and welfare. <br />The northerly area of the MUSA which is proposed to be deleted under <br />this amendment is partially developed on the westerly side. This <br />development, known as Pondvale Estates, is configured for urban lots <br />when sanitary sewer is extended. In the interim, development is <br />limited to one lot in three. The easterly portion of this area is <br />predominantly undeveloped with less than 10 large lots (greater than <br />2.5 acres). <br />This entire area is ultimately proposed to be served by City sewer. <br />The current staging plan, however, indicates that this would riot- occur <br />until 1998. It is anticipated that this area would be brought back <br />into the MUSA under the MUSA expansion for the year 2000. <br />
