it 5 O, / SEWAGE DISPOSAL SYSTEMS <br />OBJECTIVES <br />The objectives of this chapter are to provide to the extent <br />possible, with on —site systems, adequate and safe methods of <br />sewage disposal and to prevent the contamination of any existing <br />or future water supply by existing or future sewage disposal <br />system. However, the systems, procedures, and other requirements <br />of this chapter are not to be construed such as to afford direct <br />protection to an individual landowner, but rather the purpose of <br />this chapter is to adopt a general public policy relating to <br />sewage disposal and clean water supplies. <br />DEFINITIONS <br />For the purpose of this chapter, certain terms or words used <br />herein shall be interpreted as follows: The word "shall" is <br />mandatory; the words "should" and "may" are permissive. All <br />distances, unless otherwise specified, shall be measured <br />horizontally. <br />1. "Administrator" is the building official. <br />2. "Agency" is the 'Minnesota Pollution Control Agency. <br />3. "Agency Approved Disposal Facility" is any disposal <br />facility which has a National Pollutant Discharge <br />Elimination System (NPDES) Permit or State Disposal <br />System Permit or letter of approval from the agency. <br />4. "Alternative System" is an individual sewage treatment <br />system employing such methods and devices presented in <br />Section (Alternative Systems). <br />S. "Baffle" is a device installed in a septic tank for <br />proper operation of the tank and to provide maximum <br />retention of solids, and includes vented sanitary tees <br />and submerged pipes in addition to those devices that <br />are normally called baffles. <br />6. "Bedroom" is any room within a dwelling that, in the <br />judgment of the zoning officer, might reasonably be used <br />as a sleeping room, including but not limited to rooms <br />designated as den, office, or study, and unfinished <br />areas with potential development to same. <br />7. "Building Drain" is that part of the lowest piping of <br />the drainage system which receives'the discharge from <br />soil, waste and other drainage pipes inside the walls of <br />the building and conveys it to the building sewer <br />beginning at least one (1) foot outside the building <br />footings. <br />
