<br />Councilmember Pearson introduced the following resolution and moved for its adoption: <br /> <br />~ <br /> <br />RESOLUTION #89-06-129 <br />REVISIONS TO ORDINANCE REGULATING ON-SITE SEPTIC SYSTEMS <br /> <br />WHEREAS, the City of Ramsey submitted a Comprehensive Plan amendment to the <br />Metropolitan Council on January 26, 1989; and <br /> <br />WHEREAS, the Metropolitan Council's review has stated a need to revise specific <br />provisions of the City's Comprehensive Plan and ordinances regulating on-site septic systems; and <br /> <br />WHEREAS, it is the intent of the City to comply with State regulations as may be <br />amended from time to time; and <br /> <br />WHEREAS, it is the desire of the City Council to safeguard the public's health and <br />welfare and to provide for sound stewardship of the City's natural resources; and <br /> <br />WHEREAS, the City has not approved cenain practices which may be permitted by <br />existing ordinances regulating on-site septic systems. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY. COUNCIL OF THE <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />'" <br /> <br />1) That the City shall revise its on-site septic system ordinance to be consistent with <br />Minnesota Rule 7080 as revised specifically prohibiting the use of seepage pits. <br /> <br />2) That the City shall revise its on-site septic system ordinance disallowing the use of <br />communal drainfields and package treatment plants within the MUSA. <br /> <br />3) That the City shall amend its soils ordinance to reflect revisions to percolation rates <br />addressing the conditions for on-site septic systems on rapidly permeable soils. <br /> <br />4) That City staff is directed to prepare the necessary amendments to the Comprehensive <br />Plan and such ordinances such that the ordinances can be adopted within ninety (90) <br />days. <br /> <br />5) That the City Administrator shall transmit a copy of this resolution to the Metropolitan <br />Council stating the City's intent <br /> <br />The motion for the. adoption of the foregoing resolution was duly seconded by Councilmember <br />DeLuca and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Mayor Reimann <br />Councilmember Pearson <br />Councilmember DeLuca <br />Councilmember Cich <br />Councilmember Peterson <br /> <br />and the following voted against the same: <br />None <br />
